Dr. Lester was faculty at the National Defense University and Georgetown University, a fellow at IISS and a Fulbright Scholar. Dr. Lester holds a Ph.D. and an MA from the University of California, Berkeley, an MA from the Johns Hopkins University, School of Advanced International Studies, and a BA in History from Carleton College
